Russian forces are conducting a campaign of drone attacks against civilians in Kherson, Ukraine, utilizing first-person-view (FPV) and Lightning drones. Local authorities characterize these tactics as a "human safari" designed to incite panic and force the population to flee the city. In July, these FPV drone attacks killed 29 civilians.

Targets include municipal workers, public transport drivers, and individuals such as a 68-year-old mechanic and a 52-year-old vegetable vendor. Garbage trucks have also been targeted, including one recent incident where a truck was struck, resulting in minor injuries to the crew.

To maintain basic city functions, Volodymyr Tsiktor and other municipal leaders coordinate infrastructure repairs and transport services under the cover of mobile air defense units. The city faces an estimated 200 drones in its airspace daily, forcing essential workers to operate under constant threat of being hunted.
