Mayor Karen Bass Halts Criminal Citations for Street Vendors

Los Angeles Mayor Karen Bass directed the Los Angeles Police Department to stop issuing criminal citations to street vendors and to dismiss those issued in error. The policy shift follows a heated campaign debate with opponent Nithya Raman, during which Bass compared vendors operating in front of restaurants to homeless encampments. While Bass's office now describes street vending as a "quintessential part of L.A.’s world-class food scene," she previously stated, "I do not think that you should have a food vendor in front of a restaurant. Period."

The decision has sparked backlash from brick-and-mortar business owners and permitted vendors who claim the move rewards illegal operators and creates an unfair competitive environment. The conflict is particularly visible in areas like MacArthur Park, where vendors were reportedly issued criminal citations using anti-camping ordinances.

The dispute underscores an ideological divide in the mayoral race. While Bass has shifted her enforcement approach, Nithya Raman continues to push for a progressive overhaul of the system, arguing that the city needs to make it easier for people to obtain permits to bring more vendors into the legal system.
