To enforce the measure, Mamdani published a list containing nearly one million homeowners and issued official warnings to 17,000 individuals. The city intends to levy annual taxes between $40,000 and $350,000 to discourage the ownership of additional high-value homes.
Critics of the policy describe the publication of the homeowner list as an attempt to dox property owners and force a fire sale of second homes to facilitate property redistribution.
