Alphabet Rejects Shareholder Demands for AI Surveillance Transparency

Alphabet Inc. rejected requests from investors managing $1.15 trillion in assets to disclose how the company governs government use of its AI and cloud technologies.

A group of 56 investors, including 42 organizations and 14 individuals managing $1.15 trillion in assets, is pressuring Alphabet Inc. to disclose its oversight mechanisms for AI and cloud technologies used by governments for surveillance. The shareholders, who hold approximately $2.2 billion in Alphabet shares, sent a letter requesting a meeting after the company opposed a resolution seeking a risk oversight report.

Investors expressed concern over the militarization of cloud services and Alphabet's involvement in Project Nimbus, a $1.2 billion contract with Israel, as well as operations in Saudi Arabia and services provided to U.S. immigration authorities. This pressure follows a 2025 revision of Alphabet's AI Principles that removed categorical restrictions on certain weapons and surveillance applications. Simultaneously, the U.S. Department of Defense confirmed it would expand its use of the Gemini AI model.

Alphabet has rejected the demands, asserting that its current disclosures provide sufficient transparency and that a second report would be a duplicative use of resources. Representatives from Boston Common Asset Management expressed frustration, stating the company has refused to engage in one-on-one or small group dialogues despite multiple opportunities.
