India Notifies New Rural Employment Grievance Redressal Rules

The Ministry of Rural Development established a multi-tier, time-bound mechanism to resolve complaints regarding the VB-G RAM G rural employment scheme within 15 days.

The Ministry of Rural Development of India notified the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Grievance Redressal Rules, 2026, on November 2. The rules create a multi-tier mechanism at the Gram Panchayat, Block, and District levels to handle complaints regarding the rural employment scheme. State governments must appoint designated Grievance Redressal Officers to investigate complaints, with District Programme Coordinators overseeing the process.

Under the new framework, grievances must be resolved within 15 days, and inquiries must be completed within seven working days. Citizens can submit complaints in person, via speed post, telephone helplines, or a central digital platform. To ensure accessibility, the ministry prohibits the denial of registration based on language, format, or procedural deficiencies, and requires physical complaints to be digitized within one working day.

Compared to the previous MGNREGA framework and a May draft, the final rules omit several accountability measures. These include the requirement to file First Information Reports (FIRs) upon evidence of financial irregularities, the mandate for weekly grievance days, and penal actions against officials for delays. Additionally, the rules no longer require action-taken reports to be presented at panchayat meetings. However, statutory obligations under the VB-G RAM G Act, 2025, remain in effect as the rules cannot override the parent legislation.
