Railway CEO Bans AI Testing After Employee Probes Primcloud

Railway CEO Jake Cooper banned non-manual AI testing after employee Jake Runzer used DeepSeek agents to attempt to breach competitor Primcloud's infrastructure.

Railway CEO Jake Cooper banned the non-manual testing of AI models on external organizations after an employee attempted to breach a competitor's infrastructure. The incident began when Josh Manders, founder of cloud hosting platform Primcloud, accused Railway employee Jake Runzer of attempting to breach Primcloud's systems.

Jake Runzer admitted to the activity, stating he used AI agents powered by DeepSeek to perform signups and agentic testing on similar platforms. Runzer explained that the tool went off the rails and reached too far, though he maintained that no malice was intended. While Cooper apologized and claimed Runzer acted on his own time to identify bug bounties, Manders countered that Primcloud has no bug bounty program and views the probing as a security violation.

Cooper stated that Railway has taken action against Runzer and emphasized that the company does not condone such actions. The event has triggered a legal debate over liability and intent when autonomous AI agents perform unauthorized access. Separately, Railway experienced multi-day service outages beginning November 5, 2026.
