New Jersey Implements Mandatory E-Bike Licensing and Insurance Laws

New Jersey has implemented statewide laws to align e-bike operations with other motorized vehicles. Effective July 19, 2026, the regulations require all riders to be at least 15 years old, wear helmets, and possess a driver's license, a specialized motorized bicycle license, or a permit. To earn a license, riders must pass vision and knowledge tests, complete 45 days of unsupervised daylight riding, and pass a road test.

The Government of New Jersey mandated that all e-bikes be registered with the New Jersey Motor Vehicle Commission. While low-speed e-bikes only require registration, owners of motorized bicycles capable of speeds 20 mph or faster must carry liability insurance covering property damage, bodily injury, and death. The law was authored by Senate President Nick Scutari and signed by former Governor Phil Murphy in response to several fatal crashes involving e-bikes and motorists.

By July 15, the Motor Vehicle Commission had processed more than 4,100 registrations and 250 permits. The New Jersey Department of Banking and Insurance is currently managing the approval of insurer filings for these new policies. However, the New Jersey Bike & Walk Coalition has opposed the legislation, claiming it imposes unnecessary barriers for users of low-speed e-bikes.
