China Announces Provincial Leadership Changes Ahead of Fifth Plenum
The Communist Party of China appointed new provincial chiefs and governors across six provinces immediately before a closed-door plenum in Beijing.
The Communist Party of China announced significant personnel changes across six provinces on October 24, 2026. These appointments occurred just before a closed-door fifth plenum scheduled for October 26 to 29 in Beijing, where party governance and discipline are the official priorities, though personnel issues are expected to be a primary focus.
Among the leadership shifts, Wang Zhijun was named party secretary of Hunan, and Mo Gaoyi was appointed party secretary of Yunnan. The party also designated several officials to become governors by naming them secretaries of provincial government party groups. These include Guo Ningning in Fujian, as well as Xie Weijiang, Zhuge Yujie, Chen Yongqi, Zhao Chenxin, and Liu Qifan.
In Jiangxi, Chen Yongqi is set to replace Ye Jianchun, who was placed under investigation in August. The reshuffle affects leadership structures in Hunan, Yunnan, Fujian, Qinghai, Jiangxi, and Hebei.
