Abu Dhabi Partners With OpenAI for AI-Native Government
Abu Dhabi signed agreements with OpenAI to automate government services, integrate AI into education, and enhance investment analysis through a new machine-readable government initiative.
The government of Abu Dhabi entered into several landmark agreements with OpenAI to integrate artificial intelligence across government services, investment, and education. Following a meeting between Crown Prince Sheikh Khaled bin Mohamed and OpenAI CEO Sam Altman, the parties launched the world's first AI-native Machine-Readable Government initiative.
Led by the Department of Government Enablement, the project translates government policies into machine-readable forms to automate regulatory compliance assessments. An initial pilot is focusing on food imports via the Abu Dhabi Agriculture and Food Safety Authority. Simultaneously, Mubadala and Inception42 partnered with OpenAI to deploy the Frontier platform across government and enterprise sectors to improve investment analysis and risk assessment.
To support these technological shifts, the United Arab Emirates is implementing a national AI curriculum in schools and training 22,000 teachers and 20,000 government employees through the AiNative training programme. These efforts are part of Abu Dhabi's Digital Strategy 2025-2027, which allocates Dh13 billion to automate all government processes.
