Mayor Mamdani Launches Five City-Owned Discount Grocery Stores

New York City Mayor Zohran Mamdani announced a plan on July 27, 2026, to establish five government-owned grocery stores, with one located in each borough. The initiative aims to lower food costs for working-class residents by offering a 30% discount on a core basket of essential items, including meat, produce, eggs, milk, and bread. These discounts are expected to save shoppers approximately $1,000 annually.

The city will invest $70 million from the capital budget to provide grocery-ready storefronts and waive rental costs and property taxes. While the city will provide the infrastructure, private operators will be contracted for daily management under the requirement that they provide workers with family-sustaining wages and benefits. To avoid competing with local bodegas, the stores will not sell high-traffic items such as beer, cigarettes, lottery tickets, or hot prepared foods.

The first store is slated to open in the Bronx toward the end of 2027, with a second location already selected in East Harlem. Deputy Mayor for Economic Justice Julie Su attributed current high prices to tariffs and the war in Iran. However, the Citizens Budget Commission questioned the program's cost-effectiveness, arguing that subsidizing groceries for all shoppers may not be the most efficient way to reduce food insecurity.
