According to the report, China utilizes asymmetric advantages, including technological advances, trade imbalances, and control over critical raw materials, to pursue its goal of becoming the world's leading power. The EU further warns that China serves as a "crucial enabler" for Russia's war against Ukraine.

The assessment highlights that the strategic partnership between Russia and China threatens to return the global order to a sphere-of-influence logic. To counter these developments, the EU concludes that it must enhance its own security and defense capabilities while maintaining its cooperation with NATO and other international partners.
