Winter Park Cancels Paid Parking Pilot at Lake Baldwin Park

City officials in Winter Park canceled a proposed paid parking pilot program at Lake Baldwin Park on Tuesday. The decision came after the discovery of a 2002 agreement mandating that parks owned and operated by both Orlando and Winter Park remain open and unrestricted to residents of both cities on equal terms.

Randy Knight, the City Manager of Winter Park, explained that complying with the agreement would require exempting residents from both cities from parking fees. Knight stated that such a move would be a larger administrative undertaking than originally planned. Consequently, the city is removing Lake Baldwin Park from the pilot program but will continue to implement paid parking at Dinky Dock.

The broader initiative seeks to modernize parking management and offset municipal costs. This effort is particularly urgent as local governments anticipate potential revenue losses resulting from Florida's Amendment 3 property tax exemption measure.
