House Committee Summons Officials Over Illegal Investment Council

The House of Representatives Ad Hoc Committee is investigating the legal status and operations of the Presidential Foreign Investment Promotion Council (PFIPC). Committee Chairman Yusuf Gagdi issued a final warning to federal agencies and officials who failed to honor summons, threatening to invoke constitutional powers to compel appearance and pursue legal sanctions.

The investigation centers on how the PFIPC conducted diplomatic engagements and hosted a summit with over 30 foreign embassies despite allegedly lacking formal establishment. Testimony from the Ministry of Foreign Affairs revealed that Permanent Secretary Dunoma Umar Ahmed had previously identified correspondence discrepancies, and the Office of the National Security Adviser confirmed in November 2025 that the council's alleged Director-General, Prince Adeniyi Adeyemi, was unknown to the federal government.

Following these revelations, Gagdi summoned Minister of Foreign Affairs Bianca Odumegwu-Ojukwu and National Security Adviser Nuhu Ribadu to explain why security actions were not taken against the illegal entity. The committee previously criticized the absence of Finance Minister Taiwo Oyedele and Accountant General Babatunde Ogunjimi at a Tuesday hearing, ordering them to appear on July 23, 2026. The Civil Society Legislative Advocacy Centre has called for the prosecution of those involved and the recovery of misused funds.
