Murray Watt Negotiates Environmental Approval Transfers with State Ministers

Federal Minister Murray Watt met with state ministers in Brisbane on Friday to negotiate the transfer of environmental project approval responsibilities to states and territories. The proposal seeks to eliminate regulatory duplication by allowing states to conduct assessments alongside their own regulations, provided developers maintain compliance with federal environmental law.

While a mid-2027 deadline is in place, only New South Wales and Western Australia have signed the necessary bilateral agreements. Watt expressed concern regarding the potential for national environmental requirements to be weakened by a rogue state or territory.

Parallel to these negotiations, the federal government is consulting on national standards for artificial intelligence infrastructure. A consultation paper suggests that data center developers may be required to invest in renewable energy. However, the government may grant carve-outs to Queensland and the Northern Territory, allowing them to lower renewable quotas if they can demonstrate benefits for electricity prices and grid stability, given their reliance on publicly owned coal and gas power.
