Democratic Gubernatorial Wins Threaten US AI Data Center Expansion

Democratic victories in Texas, Georgia, and Ohio may restrict 141 gigawatts of planned AI data center capacity due to environmental and utility concerns.

Democratic victories in the governorships of Texas, Georgia, and Ohio have created potential policy hurdles for the expansion of artificial intelligence infrastructure in the United States. According to a report by ICICI Bank, approximately 141 gigawatts of planned data-center capacity are at risk of restrictions. These three states collectively hold nearly 33 percent of the nation's operating and planned capacity, with Texas alone accounting for 22 percent, followed by Ohio at 6 percent and Georgia at 5 percent.

The potential restrictions stem from campaign promises to address the high electricity and water consumption of data centers, as well as rising utility costs and community impacts. While the bank notes that these restrictions require further legislative and regulatory support to be implemented, the prospect of reduced capital expenditure by major technology companies has already influenced financial markets.

Following the election results, US two-year and 10-year Treasury yields declined and the dollar index weakened. These shifts reflect market expectations of tighter AI regulation and moderated economic growth, which may subsequently influence the interest rate decisions of the Federal Reserve System.
