DHS Report Exposes Inhumane Cages at Florida Detention Center

The U.S. Department of Homeland Security Office of the Inspector General released a report confirming inhumane conditions at the now-closed Florida Soft-Sided Facility, commonly known as Alligator Alcatraz. An unannounced inspection in January 2026 revealed that 79 detainees were held in metal enclosures measuring 16 to 18 square feet for up to two hours. The watchdog described the use of these cages as unprecedented among inspected facilities and a significant risk to health and safety.

Beyond the cages, the report documented severe violations of federal standards. Housing units provided only 28 square feet per person, far below the 75-square-foot requirement. Investigators found insects in bathing areas, drinking water stored next to toilets, and inadequate medical care and food service. Attorney Richard Hujber reported that guards mocked detainees and pressured them to sign deportation orders they did not understand.

Governor Ron DeSantis defended the facility, which operated from July 2025 until June 2026 under a 287(g) agreement. He stated the operation assisted in deporting approximately 25,000 people with serious issues and saved lives. While the Department of Homeland Security contends Florida maintained authority over day-to-day operations, the report noted that ICE personnel were on-site and detainees received federal handbooks.

The facility cost taxpayers over $1 million per day to operate. In response to spending concerns, the Florida Legislature passed Senate Bill 7040 to increase transparency for emergency funds after reports indicated Florida received only $84.5 million of an expected $608 million in federal reimbursements.
