SERAP Demands Probe Into 1.3 Billion Naira Budget Allocation

The Socio-Economic Rights and Accountability Project demanded an investigation into a 1.3 billion naira allocation to a council the Presidency claims is fictitious.

The Socio-Economic Rights and Accountability Project (SERAP) has demanded that Senate President Godswill Akpabio and House Speaker Tajudeen Abbas explain a ₦1,302,978,784 allocation to the Presidential Foreign Intervention Promotion Council (PFIPC), also known as the Presidential Economic Advisory Council, in the 2026 Appropriation Act. In a Freedom of Information request dated July 4, 2026, the rights group urged the National Assembly to disclose all documents regarding the approval of the funds and to investigate the allocation under sections 88 and 89 of the Nigerian Constitution.

The demand follows a July 1, 2026, statement from the Presidency declaring the PFIPC a fictitious body that was never established by the Federal Government. The controversy involves Prince Adeniyi Adeyemi, who claimed to be the PFIPC Director-General. The Presidency alleges Adeyemi forged a presidential appointment letter signed by Chief of Staff Femi Gbajabiamila. In turn, Adeyemi has accused Gbajabiamila of demanding ₦27.4 billion and receiving ₦400 million through a proxy to facilitate the appointment.

SERAP is seeking to determine if the funds were part of the original Executive bill or added during the legislative process. The organization has given the National Assembly seven days to comply with the request for records and a formal probe before initiating legal action.
