Wisconsin and Indiana Open Winter Energy Assistance Applications

State governments in Wisconsin and Indiana opened applications for winter energy assistance programs on October 1, 2026, to help low-income residents manage upcoming heating and electricity costs.

In Wisconsin, Kathy Blumenfeld, Secretary of the Wisconsin Department of Administration, announced the opening of the Wisconsin Home Energy Assistance Program (WHEAP). The state expects to provide aid to roughly 170,000 households, with average benefits of $441 for heating and $257 for electricity. Eligibility is restricted to households earning 60% or less of the state median income, with annual caps ranging from $39,864 for individuals to $105,792 for families of eight. The program also offers year-round crisis assistance, weatherization, and emergency repairs.

Simultaneously, Indiana opened its Low Income Home Energy Assistance Program (LIHEAP) application window for eligible electric customers. To facilitate enrollment, CenterPoint Energy Indiana is partnering with the Community Action Program of Evansville to provide in-person guidance, including a dedicated Energy Assistance Awareness Day on October 28. CenterPoint Energy also provides additional resources such as the Customer Assistance Fund and the Universal Service Program for gas bill discounts.
