Oakland Voters Approve Strong Mayor System in Charter Reform

Oakland voters re-elected Mayor Barbara Lee and passed Measure EE, granting the mayor expanded veto and appointment powers under a new strong mayor system.

Oakland voters re-elected Barbara Lee to a full term and approved Measure EE, a charter reform that establishes a strong mayor system of governance. Passed by 74% of voters, the measure grants the mayor veto power over city policies and specific budget line items, alongside administrative oversight and appointment authority over most department heads.

This shift moves Oakland away from a governing model used since 1998 in which the city council held primary policy authority. Mayor Lee dismissed claims that the overhaul is a "power grab," stating instead that the changes will improve accountability and efficiency in the delivery of public services.

The reform also expands the authority of the Oakland City Council, codifying council positions as full-time jobs and granting members the power to issue subpoenas and hire an independent budget analyst. Council members can now give direct orders to city staff regarding municipal issues such as illegal dumping and potholes. The city auditor estimates the first-year cost of these reforms will range between $2 million and $2.6 million.
