The International Monetary Fund forecasts that Syria's economy will achieve double-digit growth in 2026, with strong momentum expected to continue into 2027. Following a staff mission to Damascus from July 19 to 23, the fund reported that recovery began in 2025, spurred by a change in government, the lifting of US sanctions, and the return of approximately 1.5 million refugees.
Growth is supported by higher hydrocarbon production, expanding trade and services, and a rebound in agriculture due to improved rainfall. While the central government recorded a budget surplus in 2025, the IMF warned that poverty remains widespread and growth is uneven across regions. Inflation accelerated in 2026 due to high import prices and domestic demand.
To sustain this trajectory, the IMF and Syrian authorities agreed on an extensive technical assistance program. This initiative focuses on reforming the banking sector, improving public financial management, strengthening anti-money laundering frameworks, and enhancing economic statistics. The IMF is urging the government to prioritize revenue mobilization through tax reform and customs administration while limiting tax exemptions.
