William Ruto Launches Beyond Vision 2030 Development Blueprint

President William Ruto launched a national conversation to develop a new long-term development blueprint titled Beyond Vision 2030. The initiative aims to replace the current Vision 2030 framework, which Ruto argued is outdated because it was formulated in 2008 before the 2010 Constitution and failed to account for modern challenges like artificial intelligence and climate change.

While launching the process, Ruto assigned Kenya an A grade for its performance under the political pillar of Vision 2030, citing a score of over 80 percent. He credited the 2010 Constitution, a robust Bill of Rights, and a working judiciary as key drivers of the country's democratic state. Despite praising the framework established by former President Mwai Kibaki, Ruto noted that the original plan lacked sufficient public participation.

The Beyond Vision 2030 process will prioritize extensive public engagement to ensure citizens determine national priorities. The proposed framework focuses on economic transformation, industrialization, youth empowerment, digital transformation, and climate resilience. Ruto stated that the government will facilitate rather than lead the talks to ensure the resulting plan outlives individual electoral cycles.
