UK Cyber Chief Warns AI Will Scale Infrastructure Attacks
Richard Horne warns that AI enables hackers to exploit long-tolerated vulnerabilities after cyberattacks targeted supermarket refrigeration systems across Europe.
Cyberattacks on November 2, 2026, targeted supermarket refrigerators and freezers in Sweden, Belgium, and France, forcing stores to discard large quantities of food. The attacks exploited known vulnerabilities in aging technology, serving as a catalyst for a broader warning from the United Kingdom's cybersecurity leadership.
Richard Horne, head of the National Cyber Security Centre, characterized the supermarket incidents as an early warning of increasing disruptions. In a speech accompanying the NCSC's annual report, Horne stated that artificial intelligence allows hackers to discover and exploit vulnerabilities that have been tolerated for too long at an unprecedented scale. He noted that the most immediate risk is a significant rise in the volume of such incidents.
The NCSC report predicts a high likelihood of AI-powered ransomware attacks targeting UK critical infrastructure by 2028. Horne identified Russia, Iran, and China as primary cyber threats, specifically naming China as the most sophisticated and sustained challenge to the UK's strategic targets.
