ICE Detains Kashmiri Filmmaker Arfat Sheikh at Dulles Airport

United States Immigration and Customs Enforcement (ICE) agents detained Arfat Sheikh, a 42-year-old Kashmiri filmmaker and resident of Alexandria, Virginia, at Washington Dulles International Airport on September 24, 2026. Sheikh, the director of the film Saffron Kingdom, was traveling to Washington DC to participate in an Art as Resistance panel discussion at Busboys and Poets.
Sheikh entered the United States on a student visa in 2019 to study film at Georgia State University and applied for asylum in 2020. The advocacy group Free Arfat Sheikh alleges the detention was unlawful, claiming agents took Sheikh into custody shortly after he stepped off his flight despite his presentation of immigration paperwork. ICE maintains the authority to detain non-citizens for suspected immigration violations or during status reviews.
Sheikh is currently held at the Caroline Detention Facility in Bowling Green, Virginia. He was scheduled for a procedural hearing and bond assessment on October 6, 2026. Supporters have launched a GoFundMe campaign to raise $50,000 for his legal representation. The detention occurs during a period of record ICE activity, with approximately 50,000 arrests recorded in July and August.
