UK and Canada Establish Cooperation Framework for Defence Funding
The Government of the United Kingdom declined to join Canada's Defence Security and Resilience Bank, opting instead for a cooperation framework between two separate funding initiatives.
The Government of the United Kingdom declined to join the Canada-led Defence Security and Resilience Bank (DSRB), opting instead to establish a framework of cooperation between its own funding initiative and the Canadian bank.
Negotiations between the two nations concluded Sunday with an agreement to maintain separate institutions: the UK's Multilateral Defence Mechanism (MDM) and the DSRB. The decision followed disagreements regarding the bank's headquarters location, lending terms, joint procurement levels, and rules for future membership.
Under the new arrangement, the MDM will focus on reducing procurement costs and accelerating defence investment across NATO allies. The DSRB will operate through single sovereign lending to support defence industries and supply chains. Both institutions will function as distinct but complementary partners to address industrial priorities and strategic financing challenges.
