OCC Grants Ripple Final Approval for National Trust Bank
The Office of the Comptroller of the Currency approved Ripple's application to operate a federally supervised national trust bank to scale its RLUSD stablecoin.
The Office of the Comptroller of the Currency (OCC) granted final approval for Ripple to launch Ripple National Trust Bank (RNTB), a federally supervised national trust bank. Ripple first applied for the charter in July 2025 and received conditional approval in December 2025. The new bank will provide regulated digital asset custody services for institutional clients and manage the segregated reserves backing Ripple's RLUSD stablecoin, which currently holds a market value of approximately $2.5 billion.
While RNTB provides federal oversight, the RLUSD stablecoin will continue to be issued by Standard Custody & Trust Company, a unit regulated by the New York Department of Financial Services. Ripple intends to coordinate with both the OCC and New York regulators to implement the stablecoin framework established by the GENIUS Act.
The approval comes amid a broader regulatory shift under the second Trump administration. Comptroller Jonathan Gould has approved or conditionally approved over 20 national trust bank charters, including more than a dozen for crypto companies, contrasting with the more skeptical approach of the Biden administration. This wave of approvals has prompted a lawsuit from the banking industry, which questions whether trust companies can perform standalone nonfiduciary custody without triggering traditional banking regulations.
