Edo Governor Signs Laws Restricting Capital Fund Autonomy

Governor Monday Okpebholo signed the Edo House of Assembly Funds Management Bill 2023 and the State Judiciary Financial Autonomy 2023 Amendment Bill into law on August 24, 2026. The legislation modifies the management of capital funds, requiring both the legislature and judiciary to submit proposals to the executive for approval before accessing money for major projects.

The laws follow a plenary session where the Edo State House of Assembly amended financial autonomy laws to strengthen checks and balances. Speaker Yekini Idiaye defended the move, stating that the amendments target capital expenditure to curb corruption and fraud while leaving recurrent expenditures and workers' salaries untouched.

The legislative process and subsequent signing triggered immediate backlash. Members of the Judiciary Staff Union of Nigeria blocked the House of Assembly complex in Benin City, while the Nigeria Bar Association (Benin Branch) and the Parliamentary Staff Association of Nigeria joined protests describing the action as unjust. Despite these objections, the governor maintained that the restrictions are necessary to ensure resources reach the public and prevent the abuse of capital funds.
