William Ruto Launches Nationwide Consultation for New Development Blueprint

William Ruto announced on July 30, 2026, that the Kenyan government will launch a nationwide consultation process on August 12 to develop a new long-term development blueprint. Delivering a Special National Address from State House in Nairobi, the president stated that Kenya is currently off target to reach the upper-middle-income status envisioned by Vision 2030 and seeks a people-driven charter to guide future economic transformation.

The announcement follows a period of significant pressure for the administration, including industrial action by healthcare workers over pay disputes, funding shortfalls in education, and high youth unemployment. Politically, the government faced a major setback on July 16 when the United Democratic Alliance suffered a decisive defeat in the Ol Kalou by-election. Despite reports of a rift between Ruto and Deputy President Kithure Kindiki, the two held a late-night consultation at State House prior to the address.

President Ruto cited macroeconomic improvements, including record foreign direct investment of $3.2 billion and a top ranking in the 2025 IMD World Competitiveness Ranking for Africa, as the basis for this new phase. He commissioned a team led by Professor Hiroyuki Hino and Governor Anyang' Nyong'o to develop strategic guidelines, suggesting Kenya could become a high-income, industrialized nation within one generation by drawing on economic models from China, Singapore, and Azerbaijan.
