The House Select Committee on China released a report on October 7, 2026, concluding that the digital investment platform Webull represents a national security threat to the United States financial system. The bipartisan panel found that Webull is tied in structural ways to the People's Republic of China through its ownership architecture, technical workforce, and data routing, despite the company's marketing as an American firm.
The committee highlighted risks associated with Webull's core engineering operations and data pipelines, which it claims are subject to Chinese intelligence laws. These concerns intensified in October 2025 when the firm began carrying customer cash directly, a move the panel alleges exposes billions of dollars in American capital to foreign influence.
Additionally, the report accuses Webull of misrepresenting its workforce. While the company previously claimed all employees were located in the U.S., the committee found that 62% of its global employees are actually based in China via its subsidiary, Hunan Weibu.
