Namibia Outpaces South Africa in Orange Basin Oil Investment
Namibia attracts major international energy investment in the Orange Basin while South Africa faces regulatory delays and legal challenges.
The Government of Namibia has established itself as the dominant operator in the Orange Basin, an offshore oil frontier shared with South Africa. While both nations possess similar geological wealth, Namibia has successfully drawn significant capital from international energy firms by implementing a streamlined regulatory environment, predictable licensing terms, and fast permitting timelines.
This investor-friendly regime is evidenced by the operational progress of TotalEnergies at the Venus discovery and Shell plc at the Merlin prospect. These projects represent some of the most significant deepwater discoveries in Africa.
In contrast, South Africa is losing ground in the regional competition for upstream investment. Exploration activity on the South African side of the basin remains stalled due to bureaucratic delays and environmental litigation. Industry leaders suggest that South Africa risks squandering a generational opportunity as the regulatory environment continues to favor its northern neighbor.
