Hamas Elects Khalil al-Hayya as Political Bureau Head

Hamas announced on July 20, 2026, that it has elected Khalil al-Hayya as the new head of its Political Bureau. Al-Hayya secured the position by winning 35 of 69 votes in a run-off election, defeating former chief Khaled Meshaal. He succeeds Yahya Sinwar, who was killed by Israeli forces in October 2024.

Al-Hayya, a veteran negotiator based in Doha, Qatar, takes over from a five-member leadership council led by Mohammed Darwish. The Political Bureau is scheduled to meet in Istanbul within days to restructure leadership bodies and form committees. The election was conducted through a secretive mechanism to avoid Israeli assassination attempts, including a September 2025 strike in Doha that killed al-Hayya's son and several aides.

As a lead negotiator in ceasefire and prisoner-swap talks mediated by the United States, Egypt, and Qatar, al-Hayya has previously signaled a readiness to transfer Gaza's administration to independent professionals. However, he continues to support the October 7 attacks and the resistance path of his predecessors. Iranian Foreign Minister Abbas Araghchi congratulated al-Hayya, characterizing the internal election under Israeli siege as a major success for the movement. The Izz ad-Din al-Qassam Brigades have declared full support for the new leader.
