Romania Records Highest Housing Price Growth in Europe
Romania saw a 14.4% increase in housing prices in 2025, the fastest growth in Europe, according to the Deloitte Property Index.
Deloitte Audit S.R.L. reported that Romania experienced the highest housing price growth among analyzed European countries in 2025, with average prices rising 14.4% to EUR 1,917 per square meter. Despite this surge, Romania remains one of the continent's most affordable markets, ranking fourth behind Turkey, Serbia, and Albania, while Luxembourg remains the most expensive at EUR 9,160 per square meter.
Within Romania, Cluj-Napoca is the most expensive city at EUR 3,137 per square meter, followed by Brasov and Bucharest. In the rental sector, Bucharest maintains the highest average monthly rent at EUR 11.2 per square meter.
Experts attribute the price increases to development cost rises, regulatory restrictions on advance payments, and permitting bottlenecks that constrained supply. Transaction volumes dropped by 10% in the final quarter of 2025 following a VAT rate revision for new housing, though average prices continued to climb during that period.
