Quantum Maryland Sues Frederick County Executive Over Data Center Freeze
Quantum Maryland filed a lawsuit against County Executive Jessica Fitzwater, alleging she froze data center development for political gain to aid her reelection.
Data center developer Quantum Maryland has filed a lawsuit against Jessica Fitzwater, the County Executive of Frederick County, alleging she unlawfully froze new data center applications to improve her reelection prospects. The complaint claims Fitzwater timed a moratorium to align with the election calendar after voters rejected pro-expansion candidates in a June primary. Quantum Maryland further alleges that Fitzwater rejected a $110 million community-benefits agreement following unfavorable political polling and told a campaign donor the decision was necessary for her reelection.
Quantum Maryland argues that Fitzwater exceeded her authority, as zoning decisions are controlled by the County Council, and claims the freeze derailed a transaction worth over $500 million.
Fitzwater denies the allegations, stating the pause is intended to address resident concerns regarding electricity costs, water consumption, and the loss of agricultural land. She characterized the lawsuit as an attempt by billionaires to intimidate her and silence her efforts to protect the community.
