Mayor Mamdani Balances NYC Budget With State Aid and Luxury Taxes

New York City Mayor Zohran Kwame Mamdani unveiled a $124.7 billion executive budget for fiscal year 2027 on May 12, 2026, claiming to have reduced a $12 billion budget deficit to zero. The plan scraps a previously proposed 9.5% property tax hike, relying instead on a partnership with Governor Kathy Hochul and the state legislature. This support includes a $4 billion aid package as part of a larger $8 billion two-year commitment, featuring direct aid and $2.3 billion in savings from reamortizing city pension obligations.

To generate additional revenue, the city and state are implementing a pied-à-terre tax on luxury second homes valued at $5 million or more, projected to raise $500 million annually. State Assembly Speaker Carl Heastie also announced a 1% surcharge on all-cash home purchases of $1 million or more, expected to bring in $160 million. The budget prioritizes education, hiring 1,000 new teachers, and provides significant capital for the New York City Housing Authority.

Critics, including City Comptroller Mark Levine and the Citizens Budget Commission, labeled the pension deferrals a gimmick and warned that the reliance on one-shot measures could lead to a $7 billion shortfall by 2028. Additionally, Bronx Borough President Vanessa L. Gibson condemned a $1 million cut to veterans services included in the plan. Wealthy investors and figures like Ken Griffin warned the luxury taxes could drive high earners to other jurisdictions, such as Miami, and threatened to reconsider major redevelopment projects like 350 Park Avenue.
