Ohio Voters Enshrine Photo ID Requirement in State Constitution
Ohio voters passed Issue 3 to make the state's photo ID requirement for in-person voting a constitutional mandate.
Ohio voters passed Issue 3 on November 4, 2026, enshrining the state's photo ID requirement for in-person voting into the state constitution. The measure passed with approximately 65.3% of the vote.
While the Government of Ohio already required unexpired photo identification for in-person voting, moving the requirement from the Ohio Revised Code to the constitution makes the law significantly harder for lawmakers to alter.
Changes to the constitution now require either a high threshold of valid signatures from across the state or a 60% supermajority in each legislative chamber. Previously, under the revised code, changes only required a simple majority or fewer signatures.
