The amendment, introduced by Republican Representative Thomas Massie, was blocked when a coalition of Democrats and conservative Republicans voted down the mandatory rule required to debate the underlying State Department spending bill.
Massie's proposal gained support from progressive Democrats, including Alexandria Ocasio-Cortez and Greg Casar, who sought to create a public record on unconditional foreign assistance. Ocasio-Cortez argued that the provided aid enabled a genocide in Gaza.
The legislative collapse occurred amid shifting U.S. public opinion. A February 27 Gallup poll showed a plurality of Americans sympathize more with Palestinians (41%) than Israelis (36%), while a June 2026 Quinnipiac University survey found 48% of voters believe the U.S. is too supportive of Israel.
Internal Democratic Party data, disclosed by DNC audit author Paul Rivera, indicates the administration's Gaza policy served as a net-negative on the ballot. Rivera reported that the party's unconditional backing of Israel fractured its base and contributed to losses in the 2024 presidential race.
