Aliyev Inaugurates Textile Facility and Hydroelectric Plant

President Ilham Aliyev presided over two online inauguration ceremonies on September 26 at the Baku Convention Center to launch new industrial and energy projects. The first ceremony marked the foundation stone laying for a Textile Cluster production facility in the Mingachevir Industrial Park. Developed by Textile Horizon LLC, the facility is designed to manage the entire textile chain from cotton planting to finished goods, with a production target of 11 million shirts annually.

The second ceremony marked the opening of the Minkend Small Hydroelectric Power Plant in the Lachin district. The 3.2 MW plant is part of a 53.2 million manat initiative to restore and build small hydroelectric plants in Kalbajar and Lachin under the 1st State Program on the Great Return.

This energy project is being implemented through a public-private partnership involving Green Garabagh Energy LLC, with equity stakes held by the Azerbaijan Business Development Fund and Demiroren Holding. Officials expect the remaining stations within the project to be commissioned by the end of 2026.
