UK Committee Warns of Dangerous Reliance on Chinese Minerals

A UK parliamentary committee warns that dependence on China for critical minerals threatens national security and proposes a new finance facility to diversify supply.

A parliamentary investigation by the Business Select Committee found that the United Kingdom is dangerously dependent on China for critical raw materials essential for military defense, artificial intelligence, and renewable energy. The committee reported that China's dominance in refining seven mineral categories, including lithium and rare earths, creates a strategic vulnerability for the British economy and national security.

Committee Chair Liam Byrne argued that Britain cannot rearm or achieve net zero goals without securing these minerals, noting that the country remains exposed years after China first weaponized its control over rare earths. To address these risks, the committee proposed a 10-point plan and the establishment of a critical minerals finance facility to fund domestic mining and supply diversification.

The Government of the United Kingdom denied claims that it lacks a strategy, pointing to a 400 million pound investment aimed at increasing recycling and domestic production. The committee countered that Parliament lacks visibility into the specific vulnerabilities the government has identified or the projects it is backing. The report also noted that the UK's current stability depends on US-China relations following a reprieve on export restrictions secured by Donald Trump from Xi Jinping.
