US and Myanmar Military Hold Secret Talks in Tokyo

The United States Department of State held secret talks with Myanmar's military government in Tokyo to address fraudulent scam centers and rare-earth mineral access.

The United States Department of State and Myanmar's military-backed government held secret talks in Tokyo last week, marking their second meeting in a month. Led by US Assistant Secretary of State for Intelligence and Research Michael Vance, the discussions follow a mid-September meeting in Naypyitaw between Vance and Myanmar's president, Min Aung Hlaing.

Washington is seeking Myanmar's assistance in shutting down fraudulent scam centers that have swindled billions from Americans. Additionally, the US is exploring access to Myanmar's heavy rare-earth mineral deposits, which are critical for wind turbines and electric vehicles. As part of a shifting diplomatic approach, the US recently lifted sanctions on the daughter of a Myanmar businessman.

Japan hosted the talks as it also moves to re-engage with Myanmar to protect corporate interests and counter Chinese influence, though it does not formally recognize the military administration. Despite these diplomatic overtures, Min Aung Hlaing remains under US sanctions for genocide and human rights abuses.
