Luzerne County Council Votes on Two Major Legal Settlements
Luzerne County Council is voting to settle a multimillion-dollar rail line loan dispute and a $550,000 lawsuit involving false child abuse allegations.
Luzerne County Council is scheduled to vote on Tuesday to resolve two distinct legal disputes. The first involves a settlement with the Redevelopment Authority of Luzerne County and its subsidiary, the Luzerne County Rail Corp., regarding a $3.3 million loan used to purchase the 60-mile Luzerne & Susquehanna Line. The council initiated this litigation in July 2025, seeking the immediate repayment of the funds.
Under the terms of the tentative agreement, the redevelopment authority will issue a Request for Proposals to sell the rail line, using the resulting proceeds to pay off the debt to the county. While the authority board approved the settlement earlier in the month, the item was initially absent from the council's Tuesday agenda.
Separately, the council will consider a $550,000 settlement for a federal lawsuit filed in 2025 by a former school teacher, identified as K.D. The plaintiff alleged that the Luzerne County Children, Youth and Families agency caused her to lose her employment through a false child abuse report in 2022. The county's insurance carrier is expected to cover the payment as the deductible has already been met.
