Chief Minister Chandrababu Naidu is implementing a techno-utopian strategy to establish Andhra Pradesh as a center for quantum computing, data centers, and advanced manufacturing. A primary component of this vision is the construction of Amaravati, a greenfield capital city utilizing Singapore-inspired urban planning. The city is designed to include self-driving car infrastructure and drone research zones, with IBM recruited as an anchor tenant.

To support these ambitions, Naidu allied his regional party with the Bharatiya Janata Party to secure financial backing. Recent industrial milestones include a $15 billion joint venture between Google and Gautam Adani to construct a 1GW AI data center in Visakhapatnam.

Despite these developments, critics describe Amaravati as an over-ambitious vanity project. Concerns center on the project's financial sustainability, as funding depends on loans from the World Bank and Asian Development Bank that require repayment through land sales.
