Sadiq Khan Vows to Override Westminster Council Licensing Restrictions

The Westminster City Council has proposed a draft licensing policy for the Soho and West End districts of London designed to curb overcrowding and public drunkenness. The measures discourage vertical drinking by recommending that food and alcohol be served by staff rather than at open bars. Additionally, the council suggests refusing most new applications for bars, pubs, and fast-food premises within a designated cumulative impact zone.

Mayor of London Sadiq Khan condemned the proposal, describing the measures as restrictive and anti-growth policies. Khan stated he intends to utilize upcoming government-granted powers to override the local council's licensing decisions to protect the city's economic interests.

Council deputy leader Tim Barnes defended the guidance, arguing it is necessary to prevent pavement crowding and public disturbance. Meanwhile, the Soho Society has voted to challenge all new applications for restaurants and bars in the Soho area. Hospitality advocates and legal experts claim the policy undermines traditional British pub culture and community cohesion.
