China Sets Goal of One Million Jobs for Disabled

The China Disabled Persons' Federation announced a national plan for the protection and development of people with disabilities covering the 15th Five-Year Plan period from 2026 to 2030. The initiative establishes specific targets to be met by 2030, including the creation of one million new jobs in urban and rural areas and the delivery of 3.5 million person-times of care services for individuals with severe disabilities.

For the first time, the government has designated science and technology as a standalone priority. This focus includes the development of smart rehabilitation devices and the use of non-invasive brain-computer interface technology. The plan also emphasizes expanding life-cycle support through inclusive education, vocational training, and tailored support for disabled graduates.

To strengthen legal safeguards, the government intends to revise laws regarding the protection of disabled people and improve judicial protection and legal aid services. The strategy prioritizes basic living standards for low-income rural residents to ensure broader social protection and participation in national development.
