Cambodia Expands Strategic Ties with China and Vietnam
Cambodia upgraded its strategic dialogue framework with China to a 3+3 model and held trade talks with Vietnam to increase bilateral investment.
The Government of Cambodia conducted a series of high-level diplomatic and economic engagements in Phnom Penh on April 22, 2026, to strengthen regional partnerships. In a strategic shift, Cambodia and China expanded their "2+2" dialogue mechanism into a "3+3" framework. This upgrade integrates the Cambodian Ministry of Interior and the Chinese Ministry of Public Security alongside the foreign and defense ministries of both nations to enhance coordination on international affairs.
During these talks, Cambodian officials reaffirmed support for the Belt and Road Initiative and President Xi Jinping's four Global Initiatives. Both nations pledged to advance digital transformation, green development, and the blue economy through specialized frameworks known as the "Diamond Cooperation," the "Industrial and Technological Corridor," and the "Fish and Rice Corridor."
Simultaneously, Cambodia hosted a business dialogue with the Vietnamese Embassy and the Vietnam-Cambodia Business Association to raise bilateral trade to US$20 billion. Vietnamese Ambassador Nguyễn Minh Vũ and Cambodian Chamber of Commerce President Kith Meng led discussions with 200 representatives on expanding cooperation in agro-processing, logistics, renewable energy, and digital transformation. Ambassador Vũ proposed a follow-up session between Vietnamese firms and the Council for the Development of Cambodia later in 2026 to further incentivize investment.
