Congressman Riley Moore Calls H-1B Visa Programs Scams

Congressman Riley Moore alleged that H-1B and OPT visa programs replace American graduates with cheaper foreign labor as the DHS proposes stricter visa extension reviews.

US Congressman Riley Moore alleged that H-1B and Optional Practical Training (OPT) visa programs are "SCAMS" designed to replace American computer science and accounting graduates with cheaper foreign labor. Speaking on The Scott Jennings Show, Moore claimed that 500,000 H-1B visa holders, primarily from China and India, undercut approximately 650,000 American graduates. He further asserted that the program facilitates "chain migration," claiming typical H-1B holders bring ten family members to the United States.

Parallel to these allegations, the U.S. Department of Homeland Security proposed a regulatory change to increase scrutiny of temporary work visa extensions, including H-1B and L-1 visas. The proposal seeks to eliminate the current requirement for United States Citizenship and Immigration Services to give deference to prior approvals when reviewing extension requests under the same circumstances. This proposed rule is currently open for public feedback and has not been implemented.
