FDA Authorizes Juul Labs to Market Juul2 E-Cigarettes

The Food and Drug Administration authorized Juul Labs to market the Juul2 e-cigarette device and its associated tobacco- and menthol-flavored pods on Friday. The decision followed a review of scientific evidence submitted in 2023, which showed that a significant percentage of adult smokers completely switched from combustible cigarettes to Juul2 products.

FDA data indicated that between 19.9% and 34.6% of tobacco-flavored pod users and 28.4% to 49.3% of menthol-flavored pod users stopped smoking cigarettes entirely after six weeks. The agency concluded that the benefits to adult smokers outweighed the risks of the menthol-flavored product, including its potential appeal to youth.

The Juul2 system incorporates advanced thermal technology, a Pod ID chip designed to prevent counterfeiting, and a tracking app for users 21 and older. Juul Labs previously received authorization for its original system in July 2025. The company manufactures the pods in Tennessee and Wisconsin using e-liquids produced in Maryland.
