Missouri Voters to Decide Congressional Maps and Petition Rights

Missouri voters will decide on new congressional boundaries and the legal status of the initiative petition process in November.

Missouri voters will decide the state's congressional boundaries and the power of the initiative petition process in November, with early voting starting October 20. Proposition A asks voters to choose between the existing 2022 map and a 2025 map that keeps more counties intact.

Simultaneously, Amendment 6 proposes establishing the initiative and referendum process as a fundamental right. This change would require an 80% supermajority in both the Missouri House and Senate to alter laws passed by voters. If Amendment 6 passes, any congressional map approved in November would require bipartisan support for further changes until the next census.

Governor Mike Kehoe indicated that Missouri Republicans are considering redrawing Congressional District 1 in St. Louis. This potential action follows a Supreme Court of the United States ruling that race-based districts are unconstitutional. Kehoe noted that the court decision would likely trigger discussions within the Missouri General Assembly once the legislative session begins.
