Azerbaijan Demands Armenian Constitutional Changes for Final Peace Deal
Hikmet Hajiyev called for Armenia to remove territorial claims from its constitution to transition from a de facto peace to a formal agreement.
Assistant to the President of Azerbaijan Hikmet Hajiyev called for the practical implementation of a formal peace agreement between Azerbaijan and Armenia during the CAMCA 2026 Regional Forum. Hajiyev stated that while the two nations currently exist in a de facto state of peace, a final agreement requires Armenia to amend its constitution to remove territorial claims against Azerbaijan.
Hajiyev emphasized that Azerbaijan seeks a regional architecture to ensure long-term stability and intends to establish peace with both the Armenian people and the government of Prime Minister Nikol Pashinyan. He noted that trade and business ties are already developing as both sides work to strengthen mutual trust.
According to Hajiyev, the removal of these constitutional claims is the primary hurdle remaining before a final peace agreement can become a reality.
