Liberia and ECOWAS Validate National Human Capital Development Strategy

The Government of Liberia and ECOWAS concluded a three-day workshop in Kakata to validate a strategy for workforce development and public service improvement.

The Government of Liberia and the Economic Community of West African States (ECOWAS) concluded a three-day validation workshop for Liberia’s National Human Capital Development Strategy in Kakata from October 14 to 16, 2026. Coordinated by the Ministry of Finance and Development Planning, the initiative seeks to strengthen institutional capacity and develop a skilled workforce to improve public service delivery.

The strategy aligns national goals under the ARREST Agenda for Inclusive Development with regional ECOWAS priorities. During the proceedings, Assistant Minister for Development Planning J. Wellington Barchue I argued that sustainable economic growth depends on transitioning from policy planning to practical investments in public servants and young graduates.

Barchue I warned against the common failures of development strategies resulting from poor implementation and weak coordination. He urged participants to ensure the final document includes measurable targets and sustainable financing to ensure the government works better for the people it serves.
