Sri Lanka Simplifies Immigration to Expedite Refugee Repatriation

The Government of Sri Lanka simplified immigration procedures on August 22, 2026, to expedite the voluntary repatriation of Tamil refugees currently residing in India. The initiative targets Sri Lankan nationals who fled the country without valid documentation during the civil war that began in 1983 and ended in 2009.

Approximately 90,000 refugees remain in the Indian state of Tamil Nadu, while roughly 18,000 returned between 2002 and 2022. The United Nations welcomed the Cabinet's decision, emphasizing that sustainable reintegration depends on returning refugees gaining access to land, housing, legal protections, and livelihood opportunities.

The United Nations High Commissioner for Refugees is tasked with facilitating the resettlement process to ensure returns are safe, voluntary, and respectful of human rights. Marc-Andre Franche, the UN Resident Coordinator in Sri Lanka, described the move as a key step toward a dignified return after years of displacement.
