Ukrainian Drone Strikes Hit Russian Oil Infrastructure and Tanker

Ukraine targeted Russian oil refineries, ports, and a tanker, prompting a massive Russian retaliatory strike and significant declines in Russian oil production.

Ukrainian drone forces targeted Russian energy infrastructure and maritime assets on April 16, 2026. The strikes hit the Rosneft-operated Tuapse Oil Refinery in the Krasnodar region, causing fires visible from space and resulting in the deaths of a woman and two children. Additional targets included two oil depots in annexed Crimea and a Liberian-flagged oil tanker in Russian waters off Krasnodar Krai, which left a Turkish captain injured.

Oleksandr Syrskyi, Commander-in-Chief of the Ukrainian Armed Forces, stated the operations aimed to lower Russian advance capabilities by targeting facilities that sustain occupation activities. Russia responded with a massive overnight offensive, launching over 700 drones and missiles into Ukraine. These retaliatory strikes killed at least 14 people across Kyiv, Odesa, and the Dnipropetrovsk region. The Russian Defense Ministry claimed its air defenses intercepted 207 Ukrainian drones.

Following these attacks, Russia experienced a sharp decline in oil output in April 2026, with production dropping by 300,000 to 400,000 barrels per day. This decline is attributed to strikes on the Tuapse refinery complex and ports including Novorossiysk, Ust-Luga, Primorsk, and Vysotsk. While the attacks aimed to disrupt military funding, Finance Minister Anton Siluanov stated that high global oil prices would help reduce the budget deficit. The Investigative Committee of the Russian Federation has opened a criminal terrorism probe into the attacks in Krasnodar.
